Home Forward Section 8 Changes: What Portland Rental Property Owners Need to Know

Portland rental property owners participating in Home Forward’s Housing Choice Voucher (Section 8) program are facing an unusual combination of changes heading into 2027.

On one side, Home Forward has paused many landlord rent increases. On the other, the agency has announced plans to increase the portion of rent paid by many households receiving housing assistance.

For property owners, it is important to understand that these are two separate changes — and they operate on different timelines.

Home Forward Has Paused Many Owner Rent Increases

Home Forward previously announced a pause on certain contract-rent increases as part of its efforts to control Housing Assistance Payment expenses.

For tenant-based Housing Choice Vouchers, increases with effective dates from April 1, 2026 through March 31, 2027 are paused. Project-based voucher properties were separately notified that rents would not increase during calendar year 2026.

This does not mean Oregon’s normal rent-increase rules have disappeared. Instead, it means that a rent increase that might otherwise be permissible under Oregon law may not be approved through the Home Forward voucher program during the applicable pause. For owners budgeting properties with voucher-assisted residents, that distinction matters.

Tenants May Also Be Paying a Larger Share

At the same time, Home Forward is considering increasing the percentage of income that many assisted households contribute toward rent.

According to information reported by PAROA, the change could take effect no earlier than February 1, 2027, with affected residents receiving advance notice. Exact percentages and implementation dates had not yet been finalized when the announcement was made.

This is where the situation can become confusing.

A higher tenant contribution does not necessarily mean the property owner receives higher rent.

The contract rent is divided between the household’s contribution and the Housing Assistance Payment made by Home Forward. If the tenant’s required contribution increases while contract rent remains unchanged, Home Forward’s subsidy can decrease accordingly.

In other words, the resident may pay more without the property receiving more.

Why This Matters for Portland Property Owners

For owners, particularly those with significant operating-cost increases, the rent pause can create budgeting challenges.

Insurance, utilities, maintenance, labor, property taxes and other expenses do not necessarily pause simply because contract-rent increases do.

Owners should therefore avoid assuming that an increase can automatically be implemented when Home Forward’s current restrictions expire. Home Forward still evaluates requested rents, including whether they are reasonable compared with comparable units in the applicable market. Home Forward’s published guidance specifically notes that its payment standards do not dictate what a landlord may request, but rents must meet its rent-reasonableness requirements. That makes planning ahead especially important.

Portland Adds Another Layer of Complexity

Properties within Portland city limits also have local requirements to consider.

Changes to rent and certain landlord-controlled housing costs can interact with Portland’s tenant relocation rules. Owners should therefore be particularly cautious about attempting to offset a paused rent increase by adding or increasing other recurring charges.

Voucher participation also does not eliminate Oregon and Portland protections relating to source of income.

The safest approach is to treat the Home Forward contract, Oregon landlord-tenant requirements and Portland requirements as separate compliance layers rather than assuming that approval under one automatically satisfies the others.

Section 8 Still Plays a Significant Role in Portland’s Rental Market

Housing Choice Vouchers remain an impactful part of Portland’s rental housing system.

Home Forward describes the program as allowing qualified low-income households to rent privately owned apartments and homes, with Home Forward providing a rental subsidy directly to participating landlords.

For owners, successful participation increasingly depends on understanding not only the economics of the property, but also the interaction between federal voucher requirements, Home Forward policies, Oregon landlord-tenant law and Portland’s local regulations.

That is where experienced property management becomes particularly valuable.
